Commissary Services Corporation was founded in 1994 to provide shelf stocking, warehousing operations support, federally-inspected meat room cleaning, and custodial services in the commissaries operated by the Department of Defense Commissary Agency (DeCA) on long term contracts. DeCA was established by Congress in 1990 to operate over 250 commissaries worldwide. Today it has annual sales of over $6 billion.

DeCA Commissaries sell food and non-food items to authorized patrons in retail facilities under operating conditions that are very similar to commercial supermarkets. Commissary shopping privileges are considered one of the top benefits for today's military, and are an important inducement to recruitment and retention of skilled personnel while simultaneously holding down taxpayer costs.

Service Contracts for shelf stocking, receiving / storage / holding area operations, meat room cleaning, and custodial services are competitively bid against stringent performance specifications that cover all facets of contracted services in minute detail. These contracts are an effective way for the Government to procure professional services at the lowest cost through the public competitive bid process, while maintaining consistent high quality standards throughout all of the commissary stores.

Under floor maintenance for example, DeCA's Quality Standards require Contractors produce results that do not exceed a 1% AQL making them one of the toughest floor care specifications in the grocery and retail store industry!

High-volume commissaries and supermarkets, freight warehouses, retail stores and shopping malls are commonly open 7 days a week year round. Time to work on the sales floors or warehouse floors is at a premium, has to be scheduled in advance with all the other departments, vendors and contractors using the facility, and has to be done right the first time. Some facilities never close, and in these facilities we work around ongoing store operations.
